Budget Analyst (Title III)

REPORTS TO: Angela Reynolds, Executive Director of Sponsored and Title III Program

PURPOSE: To Support the Office of Sponsored and Title III Program Administration

DUTIES & RESPONSIBILITIES:

  • Maintain day-to-day oversight of grants and contracts administration
  • Assist in obtaining and interpreting program guidelines
  • Support the budget administration process and participate in the development of the annual budget
  • Review and verify budget submissions from funded activities to ensure completeness, accuracy, authorization, and updates using the PeopleSoft system in an accurate and timely manner.
  • Assist in completing federal reporting and budget allocation for activities and programs under Title III
  • Assist with the resolution of Title III award activity issues.
  • Implement compliance policies and procedures for grant and contract proposals and awards for Title III
  • Ensure expenditures conform to established procedures, regulations and organizational objectives with appropriate documentation to ensure an assembled audit trail.
  • Identify, analyze, and monitor Title III payroll expenditures to ensure payroll is accurately posted and expenditures are being drawn down in a timely manner.
  • Review transfer budgets between accounts to meet fiscal needs to cover shortfalls or for budget management.
  • Prepare grant documents and correspondence to present information relevant to grant activities.
  • Report, track, and analyze assigned payroll and all program expenditures for the purpose of recording charges and submitting budget analysis reporting monthly.
  • Reconcile all Title III Grants program budgets with Budget Office reports including but not limited to DOE drawdowns.
  • Conduct analyses of budgetary and financial information by applying budgetary methods and techniques, statistical methods and formulas; compares and contrasts current historical budget and program data using computerized software.
 

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

  • Strong interpersonal skills;
  • Working knowledge of Microsoft Office especially Excel and Word for grant and report writing, database management and analysis;
  • Ability to work independently and prioritize multiple tasks with attention to detail;
  • General knowledge of general accounting principles;
  • Ability to effectively communicate;
  • General knowledge of federal regulations, guidelines and practices;
  • Ability to independently execute responsibilities;
  • Ability to interface professionally with a variety of internal and external stakeholders.
 

MINIMUM TRAINING & EXPERIENCE: Bachelor’s Degree required, MBA (preferred) and at least 3-5 years of experience in college or university grant administration or a related field; or a combination of training and experience. Candidates must have the ability to work well with individuals from all areas of the academic community (faculty, staff, students, administrators, alumni, friends and supporters), the federal government, the state government, foundations, the corporate world, and others as appropriate.
